formulation of HR department

Hi,

I am a novice in HR. Until last year, I used to work in a purely sales function as a relationship manager with Citibank.

For various reasons, I had to make a shift and am now in charge of HR&Admin for a medium sized holiday resort company.

The company have not had a full fledged HR department to date and have pretty much had all HR functions (leave, compensation, etc) handled by the respective departments viz marketing, finance etc.

I have been give the responsibility of building the HR department and more importantly create value for the company.

I would appreciate any feedback/help from anyone regarding the same. I live in Bangalore and would love to have a chat with experienced professionals in the industry.

I thought (I may be wrong) but the first step would be to create a HR manual and employee hand book and put down on record all the hiterto unwritten rules which govern employee behavior at office.

I also wanted your thoughts on the use of Orange HRM or other HRM software to improve efficiency and tracking.
